The "12th" man should always make it as difficult as possible for the rival team. It's putting the home field advantage at work for your team. I agree that the fans shouldn't ever throw anything at the the other team (snowballs, beer bottles, batteries, etc...), but being as loud as possible is perfectly alright. I want the Packers to win and any help the fans can give, I'm all for.
